13 Orders and regulations.
(1) Any power conferred by any provision of this Act to make an order . . . shall be exercisable by statutory instrument.

14 Minor, consequential and consolidation amendments and repeals.
(1) The enactments specified in Schedule 1 to this Act shall have effect subject to the amendments there specified, and of those amendments—
(a) those specified in Part I of that Schedule are minor amendments and amendments consequential on the provisions of this Act; . . .

15 Interpretation.

(2) Except so far as the context otherwise requires, any reference in this Act to any enactment shall be construed as a reference to that enactment as amended, extended or applied by or under any other enactment, including this Act.
16 Short title, commencement and extent.
(1) This Act may be cited as the Civil Aviation Act 1978.
(2) This Act shall come into force on such day as the Secretary of State may by order appoint; and different days may be so appointed for different purposes.
