DECISION OF THE EEA JOINT COMMITTEE No 247/2025

amending Annex XIII (Transport) and Protocol 31 (on cooperation in specific fields outside the four freedoms) to the EEA Agreement [2026/202]

THE EEA JOINT COMMITTEE,

Having regard to the Agreement on the European Economic Area (“the EEA Agreement”), and in particular Article 98 thereof,

Whereas:

(1) It is appropriate to extend the cooperation of the Contracting Parties to the EEA Agreement to include Regulation (EU) 2024/1679 of the European Parliament and of the Council of 13 June 2024 on Union guidelines for the development of the trans-European transport network, amending Regulations (EU) 2021/1153 and (EU) No 913/2010 and repealing Regulation (EU) No 1315/2013 ( 1 ) .

(2) Protocol 31 to the EEA Agreement should therefore be amended in order to allow for this extended cooperation to take place.

(3) Regulation (EU) 2024/1679 amends Regulation (EU) No 913/2010 of the European Parliament and of the Council ( 2 ) , which is incorporated into Annex XIII to the EEA Agreement.

(4) Regulation (EU) 2024/1679 repeals Regulation (EU) No 1315/2013 of the European Parliament and of the Council ( 3 ) , which is included in Protocol 31 to the EEA Agreement and which is consequently to be repealed under the EEA Agreement.

(5) Annex XIII and Protocol 31 to the EEA Agreement should therefore be amended accordingly,

HAS ADOPTED THIS DECISION:

Article 1

The text of paragraph 6 of Article 12 of Protocol 31 to the EEA Agreement is replaced by the following:

‘The EFTA States shall participate in the activities which may result from the following act:

— 32024 R 1679 : Regulation (EU) 2024/1679 of the European Parliament and of the Council of 13 June 2024 on Union guidelines for the development of the trans-European transport network, amending Regulations (EU) 2021/1153 and (EU) No 913/2010 and repealing Regulation (EU) No 1315/2013 ( OJ L, 2024/1679, 28.6.2024 ).

The EFTA States shall participate fully, without the right to vote, in the committee established by Article 61 of the Regulation.’

Article 2

The following indent is added in point 41c (Regulation (EU) No 913/2010 of the European Parliament and of the Council) of Annex XIII to the EEA Agreement:

‘—

32024 R 1679 : Regulation (EU) 2024/1679 of the European Parliament and of the Council of 13 June 2024 ( OJ L, 2024/1679, 28.6.2024 ).’

Article 3

The text of Regulation (EU) 2024/1679 in the Icelandic and Norwegian languages, to be published in the EEA Supplement to the Official Journal of the European Union , shall be authentic.

Article 4

This Decision shall enter into force on 25 October 2025, provided that all the notifications under Article 103(1) of the EEA Agreement have been made ( *1 ) .

Article 5

This Decision shall be published in the EEA Section of, and in the EEA Supplement to, the Official Journal of the European Union .
